Monthly report for November 1999 by Christian A. Hummel:

Hummel, after consulting with Jim Benson and Dave Mozurkewich, implemented
proper treatment of the time stamp irregularities in the raw data records
for the purpose of a power spectrum analysis of the delays. He also computed
structure functions for an one-hour long scan on a bright star.

Hummel helped with the APD fiber preparation and dewar installation.
