MAKE/STARFILE arglist
          Helps you make a new file of program or standard stars

Purpose:
          The PEPSYS commands read stellar positions and magnitudes from MIDAS
          *.tbl files.  The user needs to construct such files from data in
	  whatever form is available.  MAKE/STARFILE helps the user build the
	  necessary files, ultimately creating the star table.

Note:
          MAKE/STARFILE is completely interactive; no arguments are needed.
          It may be invoked repeatedly at different stages of the data-
	  gathering process; if it finds you need to get more information,
	  or prepare another file, it will exit gracefully.  When you have the
	  needed material ready, just invoke MAKE/STARFILE again and tell it
	  what you have.  It will then continue the process, until the star
	  file is completed.
