Purpose:    
            The command adds an entry to the QC table.

            type   = Type of quality entry (BIAS, DARK, FLAT)

            frame  = archive reference name of the processed frame

            qc_status  = Boolean quality status result (0=ok, 1=error)

            value  = average value of the frame after filtering

            rms    = rms value of the frame after filtering
