	creates a quality control table for imaging

Purpose:    
            The command creates the table with all entries
            necessary to check quality control for imaging

Syntax:     
            CREATE/QCTABLE [qctab] [instr] [force]

            qctab = Name of the quality control table

            instr = Instrument (SUSI, EMMI)

            force = Flag to force creation (Default=NO). If set to \\
                    YES the command will overwrite the existing table.
