	refreshes the quality plot by polling the quality table

Purpose:    
            The last updates of the quality table are regularly
            checked. The graph is updated if necessary.

Syntax:     
            TRACK/QC up_rate [instr]  [param]  [nbmax]  [graph_lim]  [tol_lim]

            up_rate = Refresh rate in seconds \\
                      The graph will be updated only if the table \\
                      has been updated since the last refresh. \\
                      Default value is 20 seconds.
